Mr. Thokchom Hemo Singh is an accomplished professional with a B.Sc. in Mathematics (Hons.) from Imphal College, Manipur, a Post Graduate Diploma in Financial Management (PGDFM) from the Management Studies Promotion Institute (MSPI), New Delhi, and an M.Sc. in Total Quality Management (TQM) from Sikkim Manipal University.
As the visionary founder of Panthoibi Housing Finance Company Limited, he brings over 20 years of rich experience in Financial Management to the organization. Through his relentless efforts and dedication, PHFCL has emerged as the first and only housing finance company in the entire North Eastern Region of India.
In his own words, Mr. Thokchom Hemo Singh states, “It is the effort of our team players that we became the leading financial institution in the state, providing PMAY-CLSS loans to the people.”

Mrs. Thokchom Bidyamani Devi holds a BA Honours degree from C.I. College, Bishnupur, Manipur, and brings over 20 years of experience in the financial sector. As one of the founding members of Panthoibi Housing Finance Company Limited, she has played a pivotal role in shaping the organization.
A charismatic and inspiring leader, Mrs. Thokchom Bidyamani Devi continuously motivates employees to strive for excellence. In her own words, she reflects, “It is by the grace of God and the love of the people that PHFCL, from being a small company, became a leading financial institution in Manipur, competing with major public and private financial institutions.”

Mr. Hemraj Thokchom holds a Master’s Degree in Business Administration with a specialization in Finance (MBA – Finance) from the Indiana University of Pennsylvania, United States of America (IUP, USA). He began his journey with Panthoibi Housing Finance Company Limited as a Management Trainee on 30th December 2019. Through his dedication and skill, he has been appointed as a Whole-Time Director – Finance.
Remarkably, Mr. Hemraj Thokchom is the youngest Director in the company, bringing a fresh perspective and dynamic leadership to the organization.
Santanu Mohan Roy
Retd. Assistant General Manager (AGM) State Bank of India (SBI)
Director – Compliance & Planning
Mr. Santanu Mohan Roy retired on 31st July 2022 as an Assistant General Manager (AGM) of the State Bank of India (SBI). Choosing a career in Financial Services over Civil Engineering, he left his Diploma in Civil Engineering to pursue a path in finance. With an impressive 38 years of experience in the financial sector, his career began with the Bank of Baroda (BOB) in 1983, where he worked for one year, before joining the State Bank of India in 1984.
During his tenure at SBI, Mr. Roy served as Chief Manager for three years, from March 2015 to July 2016 at the Mission Veng Branch, Aizawl, and from July 2016 to July 2018 at the Barpeta Road Branch, Barpeta Road, Guwahati. On 6th July 2018, he was promoted to the position of Assistant General Manager (AGM) and subsequently posted at LCPC Guwahati and the Vigilance Department, LHO Guwahati.
With his vast experience and leadership, Mr. Roy now serves as the Director – Compliance & Planning, contributing his expertise to the continued growth and success of Panthoibi Housing Finance Company Limited.
Sanamani Singh Yambem

Mr. Sanamani Singh Yambem, a retired General Manager of the National Bank for Agriculture and Rural Development (NABARD), has had an illustrious and impactful career. Beginning his professional journey as an Assistant Professor at Jawaharlal Nehru University, New Delhi, at the age of 24, he later joined the Reserve Bank of India in 1978 as a Direct Recruit Officer in Chennai (formerly Madras), before the implementation of reservation under various categories.
In 1983, Mr. Yambem transitioned to Agricultural Finance and was transferred to NABARD, retaining the same benefits as an RBI officer. Over the years, he served at NABARD’s Head Office in Mumbai and went on deputation to the State Government of Manipur as Director of Institutional Finance. During this tenure, he concurrently held the positions of Special Officer and Managing Director of The Manipur State Co-Operative Bank Limited and Administrator of The Imphal Urban Co-Operative Bank Ltd.
Through his dedicated efforts, Mr. Yambem played a pivotal role in reviving The Manipur State Co-Operative Bank Limited and streamlining the operations of The Imphal Urban Co-Operative Bank Ltd. Recognized as one of the founding fathers of the Housing Finance sector in Manipur, he has been associated with Panthoibi Housing Finance Company Limited since its inception, contributing significantly to its growth and development.
Prateek Bhansali

Mr. Prateek Bhansali is a highly qualified Company Secretary with a Bachelor of Commerce (B.Com) and Bachelor of Laws (LLB) degrees. He is also a member of the Editorial Advisory Board of the Northern India Regional Council/Chapters of the NIRC of The Institute of Company Secretaries of India.
As the Proprietor of Prateek Bhansali & Associates, Jaipur, he brings over a decade of experience and expertise in various aspects of corporate compliance and legal advisory. His specialization includes the incorporation of Private and Public Limited Companies, Section 8 Companies, and Limited Liability Partnerships (LLPs), as well as the annual filing of LLPs. He has facilitated the conversion of Partnership Firms and Companies into LLPs, drafted compliance certificates, and prepared Search and Status reports at the Office of the Registrar of Companies along with due diligence reports.
Mr. Bhansali also has expertise in the procedural documentation of share forfeiture and the drafting of Minutes, Agendas, and Resolutions for Board, Committee, and General Meetings in compliance with the Companies Act, 2013. Additionally, he has extensive experience in preparing statutory registers and records as per the Companies Act, 2013.
Aishwarya Tripathi

Mr. Aishwarya Tripathi is an accomplished Company Secretary, holding a Master’s degree in Commerce (M. Com.). He is recognized for his effective communication skills, strong analytical abilities, and excellent interpersonal relationships.
With over 10 years of extensive experience in Finance and Accounts, Mr. Tripathi has a comprehensive understanding of financial accounting operations. He has worked alongside Finance Controllers to prepare annual budgets, monthly forecasts, and strategic plans. His expertise includes presenting detailed weekly and monthly reports on cost-benefit analysis, productivity analysis, inventory turnover, and cost variance.
Mr. Tripathi’s core competencies encompass Accounts Receivable, Monthly Account Reconciliations, MIS Management, Accounts Payable, Automation of Accounts, Financial Reporting and Analysis, and Budgeting. His dedication and deep knowledge in the field make him a valuable asset to Panthoibi Housing Finance Company Limited.
